Senate Bill 35 - The Early Organizational Session, introduced by Senator David Hoyle (D-Dallas) will streamline the initial legislative process. Under the current system, legislators begin their respective sessions by electing leadership positions and remain convened while the leadership then assigns committees and members file bills. This process often lasts more than two weeks.
“By creating an early organizational session, we can elect the leadership and then adjourn while they take care of all the housekeeping duties. Once we reconvene, we will already have the infrastructure in place to begin legislating in a timely manner.”
Both bills come at a time when responsible government spending and efficiency will help to close the state’s budget gap. Both bills passed the Senate and are now up for debate in the House.
